In 2007, Prime Time Palm Beach County launched the Afterschool Quality Improvement System (QIS) — a comprehensive, multi-level framework designed to elevate the quality of afterschool programs throughout the county.
Grounded in the Palm Beach County Quality Standards for Afterschool, the QIS supports programs in delivering enriching, high-impact experiences for children, youth and their families.
How It Works
Through a blend of expert guidance and proven tools, QIS helps out-of-school time (OST) providers grow and thrive. Components include:
-
The Palm Beach County Program Quality Assessment (PBC-PQA)
-
Personalized on-site coaching and consultation
-
Specialized trainings and technical assistance
-
Multi-year improvement planning guided by dedicated Quality Advisors
Prime Time's quality advisors work directly with OST program staff to assess strengths, identify growth areas and build customized strategies for continuous improvement. From self-assessment training to coaching on data-informed decisions, Prime Time helps programs implement changes that matter.
The Impact
Participation in the QIS does more than enhance program operations—it transforms the experience for youth. Consistent involvement in high-quality OST programs has been shown to:
-
Boost self-esteem and self-efficacy
-
Strengthen positive social behaviors
-
Increase motivation to attend and engage
-
Improve school behavior and readiness
For afterschool and summer programs, the QIS is more than a support system—it's a path to lasting, meaningful impact.
Interested in becoming a participant?
Step 1 - Meet Criteria:
- Established operating hours and policies/procedures in place
- Dedicated program space which supports a variety of activities for youth.
- A minimum of 20 youth attending the program on a daily basis
- Dedicated staff or volunteers who work directly with youth
- Current license in good standing from the Palm Beach County Health Department OR be deemed "license exempt"
Step 2 - Please click here to fill out the QIS Interest Form >>
Once your QIS Interest Form is received, you will receive an email from Prime Time's Quality Improvement team member, who will arrange a preliminary meeting to discuss the QIS enrollment process. Qualified programs which are accepted into the Palm Beach County Quality Improvement System are notified twice per year, in January and August.
What if my program does not yet qualify for or is not immediately accepted into QIS?
Prime Time offers a variety of informative online courses and one-on-one coaching on quality improvement for afterschool programs that are not yet part of the formal Quality Improvement System.
